Uplay just inserts itself between Steam and your game. You start the game, Steam loads uplay, uplay loads the game.
You still have access to Steam features, the overlay, your Steam friends, etc. Uplay also gives you access to some content that isn't available elsewhere.
It is one more thing to setup when installing a game but once you do, you are all set. After that, uplay just sorta works. It updates itself automatically. The only minor gripe is that uplay doesn't close itself when the game finishes but that might be a technical limitation. I've never purchased direct from uplay so I don't know. Here's my guess: If you activate the game on Steam, that usually means you get Steam achievements. If you're just adding a non-Steam game to your Library list then no.

Naming the vendor would work. Most vendors will say somewhere in the product page that 'requires Steam to activate' or words to that effect. If you don't see those words, the game might still activate on Steam. Worst case, you could just run uplay as a non-steam game.which might still get you access to Steam friends when playing SC: Blacklist.
